Install the App

Download and install NetShare from the official app store onto the device you want to connect it to internet via NetShare Hotspot.

Connect

Open the app tap 'CONNECT' and wait until the app connects

Use The Proxy

Connect Chromebook to the hotspot created by NetShare

Set Proxy

Go to Settings/Wi-Fi, in advanced settigns set the network's proxy to
Address: 192.168.49.1
Port: 8181 as shown below
